Leonard N. Drinkard III is an accomplished professional with a robust background in gas infrastructure management. He holds a Bachelor of Science in Archaeology with a minor in Statistical Analysis and Geographic Information Systems from Kent State University, Kent, Ohio.
Leonard has been with Dominion since October 2011, progressively advancing through various roles. Since August 2016, he has excelled as the Manager of Gas Infrastructure. In this capacity, he supervises, develops, and manages pipeline replacement programs and system health. Leonard oversees multiple departments, including Design, Closing, Drafting, Mapping, and Synergy/MRP. His responsibilities encompass project management, cost estimation, QA/QC, contractor imbursement, asset reconciliation, permit development, post-construction mapping, historical pipeline records review, and the use of advanced pipeline network analysis and risk/ranking tools.
Leonard is recognized for his expertise, being named “Business Unit Champion” for his deep understanding of the network. He has led significant initiatives such as developing a payment methodology (PowerPlan), implementing AutoCAD into design workflows, and transitioning to the GIS platform ESRI from SmallWorld. His efforts have resulted in the elimination of thousands of unnecessary emails through novel communication tools and the creation of a project priority system that improved stakeholder communication. Leonard’s leadership in the first corporate environmental audit resulted in zero infractions, earning executive acknowledgment.
Previously, Leonard served as a Designer (December 2012 – August 2016), where he managed pipeline relocation and replacement projects, coordinated construction site visits, prepared detailed construction paperwork, and ensured compliance with Federal and State codes. He successfully managed and executed over 90 projects simultaneously and played a crucial role in capital budgeting and forecasting.
Leonard’s career at Dominion began as an Asset Data Management Operator and Team Member (October 2011 – December 2012), where he mapped and maintained construction paperwork in GIS and FIMS systems, ensured compliance for corrosion and leaks, trained new employees, and tested GIS mapping programs. His keen eye for detail led to the identification of over $1 billion worth of unknown assets.
Leonard’s technical skills are extensive, covering strategic asset management systems, system analysis and program development, and engineering and drafting. He has completed 900 hours of training, earned national awards, and consistently demonstrated a firm understanding of gas distribution, construction, maintenance, and design.
