Most recently, he served as Manager of Gas Infrastructure, a role he held since 2016. In this capacity, Leonard excelled in supervising pipeline replacement programs and ensuring system health. He managed diverse departments, including Design, Closing, Drafting, Mapping, and Synergy/MRP, and was responsible for critical functions such as project management, cost estimation, quality assurance, contractor reimbursement, and permit development.

Recognized as a “Business Unit Champion,” Leonard’s leadership and technical expertise have driven transformative initiatives. He led the development of a payment methodology (PowerPlan), integrated AutoCAD into design workflows, and transitioned the organization’s GIS platform to ESRI from SmallWorld.
